The region mostly speaks Eastern Min natively. There is a Puxian Min (Hinghwa) speaking community in Fuding. The "Fu'ning Prefecture Chronicle" 《福宁府志》states: "Fu'ning Mountain is located in the 20th Du. Its range comes from Chiyang, Pingyang. Its peak is the highest and can be seen even from dozens of miles away. The county is named after it. Fuding City is a county-level city in Fujian Province, administered by Ningde City. In the fourth year of Qianlong (1739), Wanghai, Yuren, Yaoxiang and Lianjiang of Quanru Township were separated from Xiapu County to establish Fuding County. On June 11, 1949, Fu'ning was liberated and was under the jurisdiction of Wenzhou District, Zhejiang Province. In 1950, the Third Administrative Inspection District of Fujian Province was renamed Fu'an Special District Administrative Office, which also governed Fu'ning.
